Abstract

This research is motivated by the importance of structuring access to agrarian reform as a means of community empowerment through productive land utilization. One innovation implemented by the Bandung City Land Office is the "Green Waqf" Program, which involves the productive use of waqf (endowment) land as part of the effort to structure access to agrarian reform. This study aims to analyze the program's implementation, identify the obstacles faced by beneficiaries, and examine the roles of stakeholders in its execution. The study employs a qualitative method with a descriptive approach. Data were collected through interviews, observation, and document analysis, and subsequently analyzed using techniques of data condensation, data presentation, and conclusion drawing. Research findings indicate that the Green Waqf Program is implemented through potential assessment, social and institutional development, outreach, training, and business mentoring focused on urban farming. The program yields benefits such as enhanced utilization of waqf land and improved knowledge and skills among beneficiaries, while also creating opportunities to boost community welfare. However, implementation faces challenges regarding limited capital, human resources, facilities and infrastructure, product marketing, and a lack of sustained mentoring. The program's success is underpinned by collaboration among the Bandung City Land Office, the Indonesian Waqf Board, local government, and relevant stakeholders. The Green Waqf Program represents an implementation of agrarian reform access arrangements, contributing to community empowerment through the productive use of waqf assets.
