Abstract

Kalurahan Pucung, Girisubo Subdistrict, Gunungkidul Regency, has rich natural and cultural potential that has been directed toward the development of sustainable community-based ecotourism on village treasury land (Tanah Kas Desa). This study aims to identify the forms of community empowerment programs implemented by the village government, the constraints encountered, and the solutions applied in utilizing village land for ecotourism development. This study uses a qualitative method with a case study approach, with data collected through semi-structured interviews and documentation, then analysed using thematic analysis guided by the Asset-Based Community Development (ABCD) and policy implementation frameworks. The results show that empowerment is implemented through four institutions: micro, small, and medium enterprises (MSMEs), the Village-Owned Enterprise (BUMDes), the Tourism Awareness Group (Pokdarwis), and Pucung Tourism Village (Dewi Purbo), with village treasury land serving as the productive asset base for agro-tourism, parking management, and homestays. Constraints identified include internal community dependency culture and uneven participation, weak institutional and financial accountability, and land-permit barriers related to Sultan Ground status together with limited youth human resources. The solutions applied include partnership-based capacity strengthening with universities and the tourism agency, a phased and asset-based infrastructure development strategy prioritising the most ready destination, and diversification of funding sources to reduce dependency on provincial special funds.
