Abstract

Agrarian reform includes not only land asset legalization but also access reform to improve beneficiaries' ability to use land productively. This study aims to analyze the implementation, economic impacts, and supporting and inhibiting factors of the Agrarian Reform Access Arrangement Program through MSME capacity building in Sorosutan Urban Village, Umbulharjo, Yogyakarta. This study used a descriptive qualitative method. Data were collected through interviews, observations, and documentation involving government agencies, supporting institutions, MSME organizations, and program beneficiaries. The data were analyzed through data reduction, data display, conclusion drawing, and triangulation to ensure the validity of the findings. The results show that the program was implemented through social mapping, planning, socialization, business assistance, evaluation, and dissemination, which improved participants' knowledge of financial management, digital marketing, product packaging, and business networking. However, the economic impact was uneven, with 39% of participants experiencing increased income, 52% reporting stable income, and 9% experiencing decreased income. The program was supported by interagency collaboration, MSME organizations, partner facilities, and participant enthusiasm, but its implementation was constrained by limited budgets, short program duration, lack of direct capital support, digital literacy gaps, market competition, and weak post-program monitoring. Therefore, sustainable assistance, financing facilitation, market expansion, and continuous monitoring are needed to achieve a more even and sustainable program impact.
