Abstract

The conversion of agricultural land into non-agricultural areas is one of the impacts of the increasing need for space for regional development. One example is the construction of the BES Cinema Cinema in Pekon Tambahrejo Barat, Gadingrejo District, Pringsewu Regency. This study aims to analyze the change in agricultural land use into an entertainment area and its compliance with the 2023 Pringsewu Regency Spatial Plan (RTRW), assess its impact on environmental conditions and flood risk, and determine community responses to the resulting social and economic impacts. This study uses a qualitative research method with a case study approach. Data were obtained through field reviews, interviews and documentation, then data analysis was carried out through data reduction, data presentation, and drawing conclusions. The results of the study indicate that land use changes occurred gradually from productive rice fields to the BES Cinema Cinema construction area. Administratively, the construction location is in accordance with the 2023 Pringsewu Regency Spatial Plan (RTRW) because it is located in a residential/urban zone. However, in fact, some locations are still listed as Raw Paddy Fields (LBS) from 2024 to the present, indicating development pressures driving changes in land use. Land conversion also results in increased waterlogging due to reduced water absorption capacity. Public responses tend to be mixed: some support the development, believing it will encourage regional development and economic activity, while others believe the development will result in reduced agricultural land, increased waterlogging, and decreased agricultural yields. Furthermore, the resulting economic benefits have not been felt equally by the entire community. Keywords: Land Conversion, Development Pressure, Flooding, Public Response, Spatial Planning (RTRW).
