Abstract
Land record documents (warkah) constitute vital archives containing physical, juridical, and supporting documents for land rights registration. They play a crucial role in ensuring legal certainty and supporting the prevention and resolution of land disputes. This study aims to analyze the management of warkah as vital archives at the Bandung Regency Land Office, identify the challenges and improvement efforts in their management, and examine their role in supporting land dispute resolution. This research employed a qualitative method with a descriptive case study approach through interviews and document analysis. The findings indicate that warkah management has been implemented through document receipt, classification based on album numbers, storage, preservation, retrieval using a digital application, lending, return procedures, and gradual digitization. During the 2023-April 2026 period, 206 lending transactions involving 554 files were recorded, primarily for police investigations (249 files; 44.95%), research and examination (158 files; 28.52%), litigation processes (79 files; 14.26%), and mediation (67 files; 12.09%). Within the same period, 212 land dispute cases were identified, of which 128 cases (60.4%) involved unlawful act claims, while 149 cases (70.3%) designated the Bandung Regency Land Office as a co-defendant. These findings demonstrate that warkah serve as strategic archives for data verification, administrative evidence, and legal decision-making in land dispute resolution. Nevertheless, their management continues to face challenges, including the increasing volume of archives, limited storage capacity and human resources, and incomplete digitization. Therefore, strengthening integrated digital archive management, expanding storage capacity, and improving human resource capabilities are essential to enhance land administration services and legal certainty.
