Abstract

Flooding in Bandung Regency is associated with the area's physical conditions, river networks, surface runoff, and the expansion of built-up areas. Flood-prone areas need to be understood as disaster-affected zones and as spaces that require attention in land management and spatial utilization. This study aims to analyze the distribution of flood hazards, the potential social, economic, and environmental impacts, the spatial-use suitability within flood hazard areas, and the priority locations of flood-prone areas to support the determination of Potential Land Consolidation Objects (POKT) in Bandung Regency. This research applies a quantitative spatial approach through spatial data processing, document study, GIS overlay, scoring, and field verification. The results show that flood hazard areas cover 28,590.7 ha or 16.42% of Bandung Regency, with the high-hazard class occupying the largest area at 10,718.9 ha. The potentially exposed population reaches 2,413,272 people, while potential physical and economic losses are estimated at approximately IDR 48.29 trillion. Built-up areas within flood hazard zones cover 6.062,58 ha, consisting of 5.697,65 ha (93,98%) in accordance with the Regional Spatial Plan and 364,93 ha (6,02%) not in accordance with it. The priority classification of 218 villages and sub-districts identifies 114 low-priority, 91 medium-priority, and 13 high-priority areas. The main priority locations are Desa Manggahang, Desa Andir, Desa Rancamanyar, Desa Pasawahan, Kelurahan Dayeuhkolot, and Desa Sangkanhurip, which show the intersection of high flood hazard, built-up land, socio-economic impact, and spatial-use suitability. This study concludes that the priority analysis of flood-prone areas can serve as an initial input for determining POKT and planning land consolidation. Local government and the Land Office are advised to use these results as an initial basis, with further assessment at a more detailed scale before determining implementation locations.
