Abstract

This study examines the optimization of village treasury land utilization through the development of Balai Ekonomi Desa (Balkondes) to increase Village Own-Source Revenue (PADes) in Maitan Hamlet, Borobudur Village, Borobudur Subdistrict, Magelang Regency. This study aims to analyze the optimization strategy of village treasury land utilization through Balkondes development, examine the initial contribution of Balkondes to PADes, prepare revenue projections for the following period, and identify constraints and solutions to support sustainable PADes improvement. This study used a mixed methods approach with an embedded design. The qualitative approach served as the main approach to analyze optimization strategies, constraints, and management solutions. Meanwhile, simple descriptive quantitative analysis supported the calculation of revenue, operating expenses, net profit, profit sharing, initial contribution to PADes, and revenue projections. Data were collected through in-depth interviews, observation, and documentation. Data were analyzed using the Miles and Huberman interactive model, SWOT analysis, Fishbone analysis, initial contribution calculation, and scenario-based revenue projection. The results show that the utilization of village treasury land for Balkondes Maitan has transformed previously less productive land into a productive asset with economic, social, and community empowerment functions. The main optimization strategies include developing integrated tourism packages, diversifying business units, strengthening digital promotion, improving human resource capacity, digitalizing financial administration, and strengthening asset legality and administration. During February to December 2025, Balkondes Maitan generated revenue of Rp635.113.000,00 and operating expenses of Rp602.483.290,00, resulting in a net profit of Rp32.629.710,00. Based on the 36% profit-sharing mechanism, the village received Rp11.746.696,00, equal to 16.57% of the 2025 PADes realization of Rp70.900.000,00. However, this contribution remains preliminary because the available data only cover the early operational period. The main constraints include limited human resource capacity, manual financial administration, incomplete asset legality and administration, weak operational management, and dependence on Borobudur tourism flows. Sustainable optimization requires stronger governance, cost efficiency, business diversification, asset legal certainty, digital administration, and professional management.
