Abstract

Land is necessary for humans to carry out all aspects of daily life; however, the availability of land as a space tends to be constant and relatively limited, leading to land-use conversion and an increase in land value, particularly in strategic areas such as Kapanewon Gamping. This study aims to analyze the accessibility of land acquisition in Kapanewon Gamping, Sleman Regency, Special Region of Yogyakarta, through Bank Negara Indonesia’s (BNI) Home Ownership Loan (KPR) scheme as an indicator of af ordability based on workers’ income levels in 2026. This study compares two groups of workers: private-sector workers, represented by the DIY Provincial Minimum Wage (UMP) of Rp2,417,495 per month, and civil servants (PNS) with base salaries based on Government Regulation No. 5 of 2024. The method used was quantitative, employing a descriptive-comparative approach to analyze 373 land sale and purchase transaction records from January through May 2026, Land Value Zones (ZNT), mortgage installment simulations (8.29% interest rate, 1% down payment, 10–15-year term), as well as other alternatives for comparison with consumer credit schemes and cash purchases. Af ordability is measured by setting the maximum installment at 30% of monthly income. The analytical techniques used in this study include descriptive statistical analysis and comparative analysis. The study results revealed that land values per square meter ranged from Rp325,000 to Rp7,000,000, with an average of Rp1,478,350, while the value of land and buildings per square meter ranged from Rp679,140 to Rp11,284,817, with an average of Rp2,937,757. People earning the minimum wage (UMP) can only af ord land in the lowest value category, whether for land alone or land with buildings. Meanwhile, civil servants can access properties up to the average value depending on their rank and length of service (MKG); however, neither group can access the highest-value land or land with buildings. Other alternatives, such as non-mortgage loan schemes, have higher monthly payments and shorter terms, while cash purchases are only realistic for the lowest-value segment. This study reveals a significant inequality in accessibility between the income levels of the two worker groups and land values in terms of land ownership in Kapanewon Gamping. Specifically, only land and land with buildings at the lowest value are accessible to both worker groups.
