Abstract

Land acquisition for the construction of the Tawang–Ngalang Road in Gunungkidul Regency may create problems due to differences in topography, land use, and the socioeconomic conditions of affected communities. This study aims to evaluate land acquisition progress, analyze the causes of problems, assess the effectiveness of solutions, and examine their impacts in Ngoro-oro, Nglegi, and Ngalang Villages. A descriptive qualitative method was employed through interviews, field observations, and document studies, with informants selected using purposive and snowball sampling. The results show that all stages of land acquisition were procedurally completed. The inventory identified 375 main parcels and 28 residual parcels. Compensation payments were completed, although one party challenged the compensation value before the district court. Of 670 parcels, 618 were registered as regional government assets, while 52 remained in process due to document inconsistencies. The main problems involved inaccurate data, objections to compensation values, and inheritance ownership status. These issues were addressed through deliberation and personal approaches. The study concludes that procedural success has not fully ensured substantive justice for all affected parties. Keywords: land acquisition, public interest, land acquisition issues, social impacts
