Abstract

The development of Yogyakarta City, accompanied by increasing community mobility, has created a growing need for the integration of transportation systems and land use. One approach that supports this objective is the implementation of Transit-Oriented Development (TOD). This study aims to examine the implementation of TOD principles in the Tugu Railway Station and Giwangan Bus Terminal areas of Yogyakarta and to identify the role of land and spatial planning policies in supporting their implementation. The study employs a qualitative method using a comparative case study approach. The findings indicate that the Tugu Railway Station area demonstrates a higher level of TOD implementation than the Giwangan Bus Terminal area. In contrast, the Giwangan Bus Terminal area continues to face challenges related to urban density and area integration. Land policies have accommodated TOD principles through instruments such as land acquisition, land consolidation, and the utilization of state-owned land; however, their implementation still requires support from other sectoral policies. Meanwhile, spatial planning policies, particularly those governing the preparation of spatial plans, have incorporated all TOD principles and provide clear guidance for transit-oriented area development. Based on these findings, optimizing TOD development in Yogyakarta requires prioritizing the development of the Giwangan Bus Terminal area, harmonizing policies, strengthening inter-agency coordination, enhancing the integrated implementation of land and spatial planning policies, and improving public transportation integration to support the realization of sustainable transit-oriented development.
