Abstract

This study aims to determine community perceptions in Ilir Timur 1 Sub-district, Palembang City, toward the transition from analog to electronic land certificates as regulated under the Regulation of the Minister of ATR/BPN Number 3 of 2023, examined through the aspects of age, education level, and economic status, and to identify the factors influencing these perceptions. A descriptive qualitative method with purposive sampling was applied to 20 informants, analyzed using the Miles and Huberman model within the Technology Acceptance Model (TAM) framework encompassing five dimensions: perceived ease of use, perceived usefulness, behavioral intention to use, social influence, and trust. The findings reveal that community perceptions are ambivalent; most informants acknowledge the theoretical benefits of electronic certificates but are not yet ready to transition due to procedural unfamiliarity, data security concerns, and limited social references. The most dominant internal factor is data security concern cutting across demographic lines, while the most dominant external factor is the lack of direct community-level socialization. Conversely, all informants who had completed the transition demonstrated consistently positive perceptions and none wished to revert to analog certificates, proving that direct experience is the most effective perception-shifting factor. This study concludes that the successful adoption of electronic land certificates depends heavily on inclusive community-based socialization, transparent fee information, citizen testimonial programs, and improved service quality at the Land Office.
