Abstract

The conversion of agricultural land has become one of the major challenges in maintaining Sustainable Food Agricultural Land (LP2B) in Sukoharjo Regency, particularly in Bendosari District. This study aims to analyze the effectiveness of LP2B policy implementation in controlling agricultural land conversion, examine the conformity between existing land use and the Detailed Spatial Plan (RDTR), and identify the factors affecting the implementation of the LP2B policy. This research employed a qualitative descriptive method with a case study approach. Data were collected through interviews, field observations, documentation, spatial analysis using overlay techniques, Bhumi ATR/BPN spatial data, and historical Google Earth imagery interpretation. The results indicate that the implementation of the LP2B policy in Bendosari District has been carried out through the designation of LP2B areas in the Regional Spatial Plan (RTRW) and Detailed Spatial Plan (RDTR), the implementation of the Spatial Utilization Conformity (KKPR) mechanism, and the provision of incentives for farmers, including agricultural production assistance, fertilizer subsidies, irrigation development, and land tax reductions. Based on the analysis of the three research locations, the level of spatial utilization conformity reached 33.3%, while 66.7% of the locations were inconsistent with the designated spatial planning. The inconsistencies were identified in Sidorejo and Gentan Villages, whereas the kindergarten building in Toriyo Village was found to be consistent with the zoning regulations stipulated in the RDTR. The study also identified discrepancies between spatial data and actual land use conditions caused by delays in spatial data updates, rapid regional development, and limited inter-agency coordination. These conditions have reduced the effectiveness of spatial utilization control and agricultural land protection. This study concludes that although the LP2B policy has been implemented in Bendosari District, its effectiveness still needs to be strengthened through improved spatial data synchronization, more intensive field monitoring, stronger coordination among related institutions, and the optimization of incentive schemes for agricultural landowners to ensure the sustainable protection of agricultural land.
