Abstract

Village Treasury Land (Tanah Kas Desa/TKD) is a village asset that plays an important role in supporting local governance, development, and community welfare. Therefore, the registration of TKD is essential to ensure legal certainty, protect village assets, and establish an orderly land administration system. This study aims to analyze the implementation of Village Treasury Land registration at the Bantul Regency Land Office, identify the obstacles encountered, and examine the efforts undertaken to address them. This research employed a qualitative method using an empirical juridical approach. Data were collected through interviews, observations, and document analysis at the Bantul Regency Land Office, the Bantul Regency Land and Spatial Planning Office, and the Sumberagung and Tirtonirmolo Village Governments. The data were analyzed descriptively based on the applicable laws and regulations as well as field conditions. The results indicate that the registration of Village Treasury Land has been carried out through the stages of land inventory, document collection, land measurement, verification of physical and juridical data, and certificate issuance. However, the process still faces several obstacles, including incomplete administrative documents, discrepancies between physical and juridical data, difficulties in determining land boundaries, overlapping land ownership claims, limited human resources within the village administration, and suboptimal coordination among relevant institutions. Strengthening institutional coordination, improving administrative completeness, and enhancing the capacity of village officials are expected to increase the effectiveness of Village Treasury Land registration and promote legal certainty, protection of village assets, and orderly land administration in Bantul Regency.
