Abstract
Digital transformation in the land administration sector through electronic services aims to improve the quality of public services, including the electronic service for the transfer of land rights through sale and purchase transactions. This study aims to analyze the effectiveness of the electronic land rights transfer service at the Sragen Regency Land Office, identify the challenges encountered in its implementation, and formulate administrative and legal solutions to address these challenges. This study employed a descriptive research design using a mixed-methods approach. Data were collected through questionnaires, interviews with officers of the Sragen Regency Land Office and Land Deed Officials (PPAT), observations, and document analysis. The effectiveness of the service was evaluated based on indicators of timeliness, accuracy, ease of use, transparency, and accountability. Constraints were analyzed using the Theory of Constraints (TOC), while solution strategies were formulated through SWOT analysis. The findings indicate that the electronic land rights transfer service through sale and purchase at the Sragen Regency Land Office has generally been implemented effectively. However, several challenges remain, including system and infrastructure disruptions, limited human resource capacity, and user-related issues. System disruptions constitute the primary bottleneck affecting service continuity and the quality of land administration data. The proposed solutions include developing Standard Operating Procedures (SOPs) for system disruption mitigation, implementing fallback procedures, strengthening land data quality control, enhancing the capacity of both human resources and service users, and improving inter-agency coordination. The implementation of these measures is expected to enhance the effectiveness of electronic land services while supporting greater legal certainty in the administration of land registration.
