Abstract

This study aims to analyze the implementation of the 2021 Technical Guidelines for Risk-Mitigation-Based Measurement and Mapping regarding land parcel measurement and mapping services at the Central Lombok Regency Land Office; to analyze the risk levels resulting from implementation discrepancies; and to formulate risk mitigation strategies. This study employs a qualitative descriptive approach. Data were collected through observation, interviews, and document review. The analysis involved comparing the implementation across six Standard Operating Procedure (SOP) stages against the technical guidelines, compiling a Risk Register based on likelihood and impact assessments, and formulating risk mitigation strategies. The results indicate that, overall, the implementation of the technical guidelines adhered to the regulations; however, discrepancies were identified during the work map preparation, field measurement, and data processing stages. The highest risks were associated with potential land parcel overlaps, boundary inconsistencies, and spatial positioning errors. Risk mitigation strategies focus on strengthening data validation, improving work map preparation, utilizing geotagged documentation, enhancing coordination with adjoining landowners, and increasing supervision at every stage of the service process.
