Abstract
Land value is a dynamic aspect of land administration that changes along with regional development. One instrument used to represent the spatial distribution of land values in Indonesia is the Land Value Zone (LVZ), which groups land parcels with relatively similar indicative values. The development of public facilities and infrastructure may influence land values through changes in accessibility and regional activities. One of the strategic developments in Delingan Village, Karanganyar Regency, is the construction of the Paralympic Training Center, a national-scale sports facility that has the potential to affect surrounding land values. This study aims to analyze the spatial distribution pattern and the extent of Land Value Zone changes in Delingan Village before and after the development of the Paralympic Training Center. The research employed a descriptive qualitative approach with a comparative spatial analysis using Geographic Information Systems (GIS). The data utilized consisted of official Land Value Zone maps issued by the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) for 2021 and 2024. Spatial overlay techniques were applied to identify changes in land value distribution patterns, zoning structures, and land value zone areas. The results indicate that the spatial distribution pattern of Land Value Zones remained relatively consistent during the study period. Higher land values were concentrated in the western part of Delingan Village, particularly in areas bordering Karanganyar Urban Village, while lower values were generally found in the eastern areas. Although the overall pattern did not change significantly, the number of land value zones increased from 21 zones in 2021 to 24 zones in 2024, indicating a more detailed and complex zoning structure. All comparable zones experienced increases in land value during the study period. Furthermore, the area distribution of land value categories shifted toward higher-value classes, as reflected by the reduction of very low-value zones and the expansion of low, medium, and very high- value categories. Spatially, the most significant changes were concentrated in the western part of the study area, which has better accessibility and stronger interaction with the Karanganyar urban center. These findings suggest that regional development, including the presence of the Paralympic Training Center as a contextual development factor, coincided with increasing land values and a more detailed representation of land value characteristics in Delingan Village.
