Abstract

The coastal buffer zone is a protected area that serves an ecological function by protecting the coast from erosion and tidal waves, as well as maintaining the balance of the coastal ecosystem. However, the growth of tourism at Senggigi Beach has led to an increase in the construction of hotels, restaurants and other supporting facilities, which has the potential to result in land use that is inconsistent with the Detailed Spatial Plan (RDTR). This study aims to determine the level of compliance with land use regulations in the Senggigi Beach coastal zone and to analyse the land use control measures implemented by the local government. The study employed a qualitative method with a spatial approach. Data collection was carried out through observation, interviews and documentation, whilst spatial analysis was conducted using an overlay technique between the Detailed Spatial Plan (RDTR) map for the Senggigi Batu Layar Tourism Area based on West Lombok Regent Regulation No. 14 of 2023 and the existing land-use map, which was subsequently validated through a field survey. The research findings show that appropriate land use in the coastal buffer zone is dominated by beach tourism activities covering an area of 89,267.35 m2 (88.22 per cent), whilst inappropriate land use consists of hotels covering an area of 11,616.24 m2 (11.48 per cent) and restaurants covering an area of 308.18 m2 (0.30 per cent). Efforts to regulate land use that have been implemented are still not optimal, as their implementation has focused primarily on the imposition of administrative sanctions, whilst other instruments such as the assessment of KKPR implementation, the assessment of spatial planning realisation, the provision of incentives and disincentives, and dispute resolution have not yet been fully utilised. This situation is influenced by resource constraints, sub-optimal supervision, and the existence of buildings that were already in place prior to the entry into force of the Senggigi Batu Layar Tourism Area Detailed Spatial Plan (RDTR). This study recommends strengthening supervision, improving inter-agency coordination, optimising all instruments for controlling land use, and increasing public awareness campaigns for the community and business operators in order to achieve land use that complies with the RDTR and supports the sustainability of the coastal area.
