Abstract
The construction of the Semarang-Demak Toll Road is a National Strategic Project aimed at improving regional connectivity while reducing the impact of tidak flooding that has long affected the northern coastal area of Central Java. The implementation of this project aquires land acquisition accompained by the provision of compensation to entitled parties. However, compensation process in coastal areas faces several challenges, including lands percels indicated as extinct land due to coastal abrasion, tidak flooding, and land subsidence. These conditions make the land acquisition provess more complex and may hinder its completion. Therefore, this study aims to analyze the implementation of compensation and identify the obstacles encountered in land acquisition for the construction of the Semarang-Demak Roll Road Semarang City. This study employed a descriptive qualitative research method. Data were collected through interviens, field observations, and documentation studies. The collected data were then analyzed descriptively through data reduction, data presentation, and conclusion drawing. The results show that the compensation process has been carried out in accordance with the applicable laws and regulations governing land acquisition for the public purpose. Approximately 88% of the affected land parcels have received compensation, while the remaining 12% have not yet been compensated. The obstacles encountered include land parcels indicated as extinct land due abrasion, tidal flooding, and land subsidence, ownership dusputes, discrepancies between physical and judicial datam and land parcels that are still undergoing the consignment process. Efforts to address the obstacles include conducting extinct land assessments, verifying and validating data, stenghthening inter-agency coordination, and resolving issues in accordance with the applicable legal provisions.
