Abstract
The five-minute Roya Service (RALALI) is a service innovation launched by the Central Java Provincial Office of The National Land Agency (BPN) on June 2, 2025, at the Semarang City Land Office, with the aim of expediting the process of removing encumbrances (roya). This study aims to examine the implementation of RALALI at the Semarang City Land Office in terms of its benefits to the public, analyze the advantages brought about by the implementation of RALALI, and identify the challenges and efforts made to overcome them. The research method used is descriptive qualitative, with data collection techniques including interviews, observations, and document analysis. The results indicate that the implementation of RALALI at the Semarang City Land Office has proceeded smoothly and has yielded benefits such as faster service delivery, simplified procedures, and increased transparency in service provision. Based on Edward III’s analysis, the success of RALALI is supported by effective internal communication, adequate resources, highly committed staff, and a streamlined bureaucratic structure achieved through the delegation of authority. The strengths of RALALI’s implementation lie in the simplification of procedures without altering the legal substance of land title services, as well as the optimization of information technology utilization and improved service effectiveness. Implementation constraints were analyzed using George R. Terry’s 5M management theory, which indicates that obstacles still exist in the areas of man, machine, method, material, and money, particularly disruptions to electronic systems and the internet. Efforts undertaken include an initial review of document completeness, increased public outreach, strengthened coordination with system administrators, and periodic service evaluations.
