Abstract

The digitalization of public services in the land administration sector has become a priority of national bureaucratic reform, marked by the enactment of the Regulation of the Minister of Agrarian Affairs and Spatial Planning/National Land Agency Number 3 of 2023 concerning Electronic Documents in Land Registration Activities. This study aims to analyze the implementation of electronic land certificate issuance at the Sleman Regency Land Office, identify empirical obstacles, and examine its implications for legal certainty from the perspective of land administrative law. The research employs an empirical juridical method with a qualitative approach through interviews with Land Office officials, Land Deed Officials, and land rights holders, as well as literature studies on relevant regulations and legal doctrines. The results show that the implementation of electronic land certificates in Sleman Regency has been carried out since May 2024 and is normatively in accordance with land registration principles, supported by certified electronic signatures through BSrE/BSSN verification mechanisms. However, its implementation remains less than optimal due to incomplete historical land data migration, limited digital infrastructure, and low public digital legal literacy. In addition, the evidentiary strength of electronic certificates in land disputes remains limited because only digital copies can be submitted in court, while authentic electronic land books are stored at the Land Office. Therefore, strengthening regulations, infrastructure, and public legal awareness is necessary to ensure optimal legal certainty.
