Abstract
Electronic Certificate Services are a form of digital transformation implemented by the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) to improve the quality of land services. This study aims to determine public perceptions of Electronic Certificate services at the Makassar City Land Office and identify obstacles and efforts made to overcome these service problems. The study used a qualitative method with a descriptive approach. Data collection was carried out through observation, interviews, documentation, and surveys with service users and employees of the Makassar City Land Office. Data analysis was carried out through the stages of data reduction, data presentation, and drawing conclusions. The results of the study indicate that public perception of the Electronic Certificate service generally has a positive effect on the quality of land services. The public assesses that this service is able to increase efficiency, transparency, document security, accelerate administrative processes, facilitate access to information, and reduce the risk of loss, damage, and forgery of certificates. However, the implementation of Electronic Certificates also has a negative impact on some people, especially those with low digital literacy levels, who do not understand the mechanism of electronic services, and who still doubt the security of digital documents. In addition, the implementation of the service still faces various obstacles, including system disruptions, limited information technology infrastructure, less than optimal socialization, and the need to improve human resource competency. To overcome these obstacles, the Makassar City Land Office has undertaken various efforts, such as increasing socialization to the public, providing assistance in the use of electronic services, strengthening internal coordination, improving employee competency, developing information technology infrastructure, and strengthening electronic data security systems. These efforts are expected to improve the quality of land services to be more effective, efficient, transparent, accountable, and oriented towards public satisfaction.
