Abstract

Terboyo Kulon Village is a coastal area in Semarang City which is experiencing environmental pressure due to tidal flooding, abrasion and land subsidence which have an impact on space use, land sustainability and the socio-economic conditions of the community. This research aims to analyze the level of land use non-conformity with the Regional Spatial Planning (RTRW), identify socio-tenure impacts due to coastal risks, and examine mitigation efforts carried out by the government and community. The research used descriptive quantitative methods with spatial analysis and questionnaires for 30 respondents. Spatial analysis was carried out using an overlay technique between the 2015 and 2026 land use maps with the 2011 and 2021 Semarang City RTRW. The research results show that the level of land use non-conformity with the RTRW decreased from 42.06% in 2015 to 29.47% in 2026, which shows an increase in the level of land use suitability from 57.94% to 70.53%. Socio-tenure impacts experienced by the community include changes in the physical condition of land plots, changes in land function and use, reduced access to coastal resources, disruption of livelihoods, increased household adaptation costs, as well as changes in perceptions of land tenure security. Mitigation efforts are carried out through structural and non-structural mitigation by the government as well as physical, economic and social adaptation strategies by the community. The construction of the Semarang-Demak Toll Road which functions as a sea embankment is the form of structural mitigation with the most benefits in reducing the impact of tidal waves. The research results show that changes in the coastal environment not only affect the physical condition of the region, but also affect people's relationship with the land and their sources of livelihood, so that synergy is needed between spatial planning policies, infrastructure development, and strengthening the community's adaptive capacity to support the sustainability of coastal areas.
