Abstract
Inequality in agricultural land tenure is a structural root problem that limits the productivity and welfare of farmers in rural areas. This study aims to analyze the economic conditions of coffee farmers before and after the implementation of the land redistribution program in Sajang Village, as well as to analyze its impact on their accessto agricultural capital. The method used in thisresearch is a qualitative method with a descriptive approach. Data collection was conducted through in-depth interviews with informants selected using purposive sampling technique, including the Land Office of East Lombok Regency, village officials, management of farmer groups, and beneficiary coffee farmers. The research findings show that the distribution of 800 land certificates was successfully implemented and provided legal certainty, which motivated farmers to optimize their coffee plantations. Post- land redistribution, the economic condition of farmers underwent a significant positive change; as many as 21 farmers who pledged their land certificates to formal financial institutions (such as Bank BRI and Mandiri) successfully obtained additional working capital ranging from IDR 5,000,000 to IDR 50,000,000. This directly resulted in increased plantation productivity and a nominal income increase of up to two times (IDR 3,000,000 - IDR 6,000,000 per month). However, 16 farmers chose not to pledge their certificates due to concerns over the risk of default caused by unstable real income. The conclusion of this study confirms that the land redistribution program in Sajang Village has a significant positive impact as an asset restructuring instrument as well as a mediation for economic empowerment by opening up formal capital access for coffee farmers.
