Abstract
This study examines the utilization of data from the Participatory Inventory of Land Tenure, Ownership, Use, and Utilization (IP4T) in Madiun Regency. The research is motivated by the strategic role of land data as a basis for land administration, land services, spatial planning, regional development, and local fiscal management. Although Madiun Regency has become one of the pioneers in the implementation of Participatory IP4T, the extent to which the resulting data has been utilized in accordance with its initial plan still requires further analysis. This study aims to analyze the initial plan and the realization of Participatory IP4T data utilization in Madiun Regency. This research employed a descriptive qualitative method. Data were collected through interviews, observation, and documentation, using both primary and secondary data. The data were analyzed through data reduction, data presentation, and conclusion drawing. The results show that the initial plan for utilizing Participatory IP4T data was formulated in a multidimensional manner, namely as a comprehensive spatially referenced land database, a supporting instrument for Complete Systematic Land Registration (PTSL), a basis for spatial planning and regional development, and a source of local fiscal data, particularly for Land and Building Tax (PBB). However, the plan was not supported by formal instruments such as standard operating procedures, action plans, or cross-sector cooperation agreements. The realization of data utilization remains limited. The data have been fully utilized to support PTSL, partially utilized as a land database, but have not been optimally used for spatial planning and local fiscal purposes. The gap between planning and realization is influenced by technological, institutional, human resource, and program priority factors. Therefore, digital integration, periodic data updating, and formal cross-sector coordination are needed to optimize the utilization of Participatory IP4T data.
