Abstract

The digital transformation in land administration services has driven the adoption of electronic certification as a replacement for the conventional analog method. This study aims to analyze the efficiency of electronic certification compared to analog certification at the Land Office of Sumedang Regency using indicators of time, cost, and accuracy. The research employed a mixed-methods approach with data triangulation through GeoKKP archives, questionnaires, and interviews. The findings show that electronic certification is more efficient, with shorter average processing time, lower operational costs, and higher data accuracy than analog certification. These results demonstrate that the implementation of electronic certification can enhance the quality of land administration services, although technical challenges and human resource readiness remain. The study recommends strengthening the application of electronic certification through the improvement of digital infrastructure, enhancement of staff competence, and optimization of data security systems to support the sustainability of digital transformation in the land sector.
