Abstract

The digital transformation of land administration in Indonesia has been implemented through the Electronic Land Certificate policy as stipulated in the Regulation of the Minister of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) Number 3 of 2023. Although this policy has been implemented in various land offices, including the Makassar City Land Office, its implementation continues to face several challenges, such as limited public outreach, technical system disruptions, and public concerns regarding the security of electronic data. These challenges have made it difficult to fully assess the benefits of Electronic Land Certificates from the public’s perspective. Therefore, this study aims to analyze the implementation of Electronic Land Certificates at the Makassar City Land Office, identify the challenges encountered along with the efforts undertaken to address them, and examine the fulfillment of the principle of expediency based on public perceptions. This study employed a descriptive qualitative method. Data were collected through interviews, observations, and document analysis involving employees of the Makassar City Land Office and members of the public selected using purposive sampling. The data were analyzed using the interactive model of Miles and Huberman, which consists of data reduction, data display, and conclusion drawing. The results indicate that the implementation of the Electronic Land Certificate has been carried out in accordance with the applicable regulations through an integrated electronic system. As of 2026, a total of 32,514 Electronic Land Certificates had been issued. The public perceived several benefits, including faster services, improved land data security, and easier access to land information. However, several challenges remain, including limited public outreach, technical and network disruptions, and public concerns regarding data security.
