Abstract

This study evaluates the implementation of the Weekend Land Service Program (Pelataran) and measures community satisfaction with the service at the Makassar City Land Office. Land services are linked to legal certainty over land rights, yet limited operating hours on working days often restrict access, particularly for people with rigid work schedulses. Pelataran was introduced to widen access by offering selected land services on Saturdays and Sundays. This study used a sequential mixed-methods design, combining quantitative data from a Community Satisfaction Survey (IKM) of 63 respondents with qualitative data from interviews and observation involving land office staff. Quantitative data were analyzed descriptively using the weighted-average procedure in Ministerial Regulation PERMENPAN RB No. 14 of 2017, while qualitative data were analyzed using the Miles and Huberman model. Results show that Pelataran has operated in accordance with its objectives, achieving an overall satisfaction score of 83.42, categorized as "Good." The requirements dimension received the lowest score, while service-product quality and complaint handling received the highest. Remaining constraints include limited weekend staffing, short operating hours, system disruptions, and uneven public understanding of requirements. The study recommends additional staffing during peak periods, strengthened outreach, and continuous improvement of the digital service system.
