Abstract

The development of Integrity Zones is one of the bureaucratic reform strategies aimed at creating clean, accountable, and corruption-free governance. However, several government institutions still face challenges in achieving the Corruption-Free Area designation. This study aimed to analyze the implementation of Integrity Zone development toward a Corruption-Free Area at the Kediri Regency Land Office and to identify the supporting and inhibiting factors based on George C. Edward III’s policy implementation theory. A descriptive qualitative approach was employed. Data were collected through interviews with key informants involved in the Integrity Zone program and through document analysis related to its implementation. Data were analyzed using an interactive model consisting of data collection, data reduction, data presentation, and conclusion drawing, while data validity was ensured through source and technique triangulation. The results indicate that the Integrity Zone program has been implemented through six areas of change, namely change management, business process arrangement, human resource management arrangement, accountability strengthening, supervision strengthening, and public service quality improvement. The implementation is supported by effective communication, strong commitment from leaders and employees, the utilization of information technology, and a clear bureaucratic structure. Nevertheless, several obstacles remain, including limited facilities and infrastructure, employee transfers, system application disruptions, and suboptimal coordination among working groups. The study concludes that the implementation of the Integrity Zone has been carried out effectively and demonstrates organizational readiness to achieve the Corruption-Free Area designation.
