Abstract

Integration of coastal spatial planning into the Provincial Spatial Plan (RTRW) represents the implementation of Indonesia's spatial planning policy to achieve integrated land and marine spatial management. Although the Coastal and Small Islands Zoning Plan (RZWP3K) has been incorporated into the Central Java Provincial Spatial Plan, challenges remain in harmonizing both planning documents. This study aims to analyze the level of coastal planning integration within the Central Java Provincial Spatial Plan, identify the factors contributing to inconsistencies between the RTRW and the RZWP3K, and formulate strategies to improve their alignment. A mixed-methods approach with a sequential explanatory design was employed. The study combined document content analysis, spatial overlay analysis using a Geographic Information System (GIS), in-depth interviews with key stakeholders, and the Analytical Hierarchy Process (AHP) to determine strategic priorities. The findings indicate that coastal planning integration has been implemented through direct integration, terminology adjustment, and reclassification of planning components. However, several inconsistencies remain due to regulatory dynamics, differences in land and marine planning approaches, inconsistencies in geospatial data, limited human resource capacity, and inter-agency coordination. The AHP results identified institutional and governance integration as the highest-priority strategy (0.420), followed by information and geospatial data integration (0.296) and substantive document integration (0.284). These findings demonstrate that successful spatial planning integration depends not only on harmonizing planning documents but also on strengthening collaborative governance, improving integrated geospatial information systems, and enhancing cross-sectoral coordination to support sustainable coastal spatial management.
