Abstract

Productive waqf land is a waqf asset utilized to generate sustainable economic and social benefits. Its utilization can be carried out in both agricultural and non-agricultural sectors, each of which has different management characteristics. These differences may influence the optimization of waqf land utilization and the benefits generated. This study aims to analyze the similarities and differences in the management models of productive waqf land in the agricultural and non-agricultural sectors and to examine their impacts on beneficiaries in Kulon Progo Regency. This research employed a qualitative method with a comparative approach. Data were collected through interviews, observations, and document studies on six productive waqf objects, consisting of three agricultural-sector objects and three non-agricultural-sector objects. Data analysis was conducted through data reduction, data presentation, and conclusion drawing. The findings show that the management of productive waqf land in both sectors shares similarities in utilizing waqf land as a productive asset, involving nazhir as the manager, and maintaining an orientation toward sustainable benefits. The differences lie in management patterns, capital requirements, the level of administrative formality, forms of cooperation, and the characteristics of the businesses operated. The non-agricultural sector tends to apply a more structured management model through institutions or organizations, whereas the agricultural sector relies more on partnership arrangements and profit-sharing systems. The utilization of productive waqf land in both sectors generates economic, social, and empowerment impacts through income generation, employment opportunities, support for religious and social activities, and the involvement of beneficiaries in productive activities. The optimization of productive waqf land utilization is not determined by a single management model but by the suitability of the management model to the characteristics of the business being developed.
