Abstract

The Tanah Tutupan Jepang (Japanese Occupation Land) in Parangtritis Village is a historical land issue that originated during the Japanese occupation period, resulting in unclear legal status and uncertainty of land tenure among local communities. To address this issue, the government implemented a land consolidation program as part of agrarian reform. This study aims to analyze the rationale for selecting land consolidation, describe its implementation, and identify the factors affecting its success. The research employed a qualitative method with a case study approach. Data were collected through interviews, observations, and document analysis. The findings indicate that land consolidation was selected because it was considered the most suitable mechanism for addressing the historical, legal, administrative, and spatial complexities of the issue. Its implementation was carried out through planning, physical and juridical data collection, land parcel reorganization, and land certification, supported by cross-sectoral coordination and community participation. The program’s success was supported by the community’s need for legal certainty, village government support, and inter-agency collaboration. Obstacles included difficulties in identifying land parcels and heirs, technical and administrative constraints, and budget limitations. This study demonstrates that land consolidation is an effective instrument for resolving historical land issues while supporting sustainable land management.
