Abstract

Legal certainty regarding land ownership in Indonesia is achieved through a land registration system that is currently transitioning to the digital era via the implementation of electronic certificates, in accordance with the Regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (Permen ATR/BPN) Number 3 of 2023. Sragen Regency exhibits a significant disparity in the issuance of electronic certificates: Sragen District averages 452 certificates per village, whereas Kalijambe District averages only 177. This situation suggests a difference in perception between urban and rural communities. This study aims to analyze the levels of—and differences in— perceptions held by urban and rural communities regarding the implementation of electronic certificates in Sragen Regency, examining the cognitive, affective, and conative dimensions. This study employed a quantitative comparative approach using quota sampling of 60 respondents equally divided between Sragen District as urban representation and Kalijambe District as rural representation. Data were collected through a 30- item Likert-scale questionnaire (1–5) with validated instruments (all 30 items valid, r count > 0.361; Cronbach's Alpha = 0.958). Data analysis was conducted through Shapiro-Wilk normality testing followed by Mann-Whitney U hypothesis testing at a 5% significance level. Shapiro-Wilk normality test results indicated that rural group data were not normally istributed across all dimensions, necessitating the Mann-Whitney U comparative test. Results confirmed significant perceptual differences between urban and rural communities on cognitive (U=107.000; p<0.001), affective (U=91.500; p<0.001), and conative (U=244.000; p=0.002) dimensions. Urban communities demonstrated more positive perceptions (mean score 3.71) compared to rural communities (mean 3.03). The largest difference occurred in the affective dimension (r=0.686), indicating that trust and emotional comfort toward digital systems constitute the primary distinguishing factor. This study recommends need- based socialization reinforcement and digital infrastructure improvement in rural areas of Sragen Regency.
