Abstract

Digital-based public services represent one of the manifestations of bureaucratic reform undertaken by the government to deliver services that are efficient, transparent, and accessible to the public. In accordance with the Regulation of the Minister of ATR/BPN Number 19 of 2020 concerning Electronic Land Information Services, the Land Office of Kulon Progo Regency introduced a digital-based land parcel plotting service innovation known as the Kulon Progo Electronic Plotting Location (Plotting Elektronik Lokasi Tanah Kulon Progo/POTELOT-KU), established through the Decree of the Head of the Land Office of Kulon Progo Regency Number 143/SK-34.01/VI/2023. This innovation was developed in response to the accumulation of queues at Service Counter 1 for plotting services at the Land Office of Kulon Progo Regency. This study aims to determine and analyze the effectiveness of POTELOT-KU services and to identify the factors related to the implementation of the innovation's effectiveness at the Land Office of Kulon Progo Regency. This study employed a quantitative method with a descriptive approach. Data were collected through a questionnaire using a Likert scale, which was distributed to 100 respondents selected through a non-probability sampling technique using a saturated sampling approach. Accordingly, all members of the population were included as the research sample, with the primary criterion being individuals who had used the POTELOT-KU service at least once during the period of March to May 2026. Prior to data analysis, the research instrument was tested for its feasibility through a validity test using the Pearson Product Moment correlation and a reliability test using Cronbach’s Alpha coefficient with the assistance of the Statistical Package for the Social Sciences (SPSS) version 26. The data that met the validity and reliability requirements were subsequently analyzed using descriptive percentage analysis. The measurement of service effectiveness was based on Gibson’s theory as cited in Hanipah and Aryani (2022), which consists of five indicators: production, efficiency, satisfaction, adaptation, and development. Meanwhile, the identification of factors related to service effectiveness was based on Hasibuan’s theory as cited in Farhani and Adnan (2021), which includes the quality of human resources, facilities and infrastructure, and supervision. The results indicate that all indicators of POTELOT-KU service effectiveness fall within the very effective category, including production (90.60%), efficiency (91.30%), satisfaction (91.00%), adaptation (91.27%), and development (91.87%). Correspondingly, all factors related to the implementation effectiveness of the innovation also fall within the very effective category, namely human resource quality (92.07%), facilities and infrastructure (90.67%), and supervision (91.80%). Based on these findings, it can be concluded that the POTELOT-KU innovation has successfully delivered land parcel plotting services in a fast, accessible, and accurate manner to the public. The success of this innovation is supported by competent human resources, adequate availability of facilities and infrastructure, and sound supervision throughout every stage of service delivery.
