Abstract

Legal certainty regarding land tenure is a crucial aspect of equitable and sustainable development. Tlogorejo Village in Tlogowungu District, Pati Regency, serves as a hub for MSME growth; however, a significant portion of these businesses' assets lacks land certification. Consequently, a cross-sectoral land registration program was implemented in 2024, involving the Land Office, the Cooperatives and MSME Agency, the Tlogorejo Village Government, and MSME operators. This study analyzes the dynamics of inter-sectoral power relations and the application of collaborative governance within the program, utilizing the Ansell and Gash model. A descriptive qualitative approach was employed incorporating in-depth interviews, observations, and document analysis involving 12 informants selected via purposive sampling; data were analyzed using NVivo software through Matrix Coding Query and Hierarchy Chart techniques. The findings reveal that while inter-sectoral power relations were unequal, the parties were interdependent. The Land Office held the most dominant position due to its technical authority over land matters, followed by the Cooperatives and MSME Agency, Village Government, and MSME operators. All five indicators of collaborative governance were met, albeit not optimally, due to challenges regarding data readiness and the lengthy completion process. The study recommends strengthening cross-sectoral coordination and providing post-certification support for MSME operators.
