Abstract

Digital transformation of land services requires the Wonosobo Regency Land Office to carry out media transfer of analog documents into electronic form as a prerequisite for issuing electronic certificates and ensuring smooth land rights transfer. However, its implementation still faces various technical and administrative obstacles that may hinder services. This study aims to examine the implementation of media transfer, identify the constraining factors, and analyze the solutions applied in the media transfer process for land rights transfer. This research employs a qualitative descriptive method, with data collected through interviews, observation, and document study, analyzed using the 5M framework (Man, Money, Material, Machine, Method). The results show that as of May 2026, only 9% of certificates had been successfully converted, with obstacles including varied staff competencies, limited budget, damaged or inconsistent documents, server disruptions, and uneven workload distribution between sections. Solutions implemented include staff training, periodic budget planning, gradual archive digitization, reporting disruptions to Pusdatin, and strengthening inter-section coordination, which improved on-time processing rates to 99.3% by 2026. This study contributes policy recommendations for optimizing media transfer implementation at Land Offices.
