Abstract

This study discusses the implementation of an acceleration strategy for the digitization of electronic land books at the Land Office of Tabanan Regency. The background of this research is the demand for digital transformation in land administration services, which encourages the shift from analog document management to an electronic system. Land books, as core documents in land administration, need to be digitized so that land data can be stored more securely, accessed more easily, and support electronic-based services. This research uses a descriptive qualitative method, with data collected through interviews, observation, and document studies. The analysis was conducted by examining the stages of land book digitization, the division of employee roles, the use of GeoKKP and SITATA applications, and the supporting and inhibiting factors based on the 5M elements, namely man, method, machine, material, and money. The results show that the acceleration of land book digitization is carried out through several stages, including land book inventory, scanning, data entry, validation and verification, and the return of physical documents to storage. The acceleration strategy is supported by the division of daily work targets, progress recording, internal coordination, and the use of land administration equipment and applications. The obstacles found include limited time due to routine work, the condition of old land books that are damaged or difficult to read, application constraints, and the absence of special budget support. This study emphasizes that the acceleration of land book digitization must be carried out while maintaining accuracy and the quality of land data.
