Abstract
This study examines segregation as a manifestation of failed spatial justice in urban areas, particularly in contexts where a planned gated community coexists in close proximity with an organically developed settlement. The research was conducted in The Royal Residence and the surrounding area of Jalan Swadaya Pos, East Jakarta, using a qualitative case study approach. Although located within the same administrative boundary, the two areas exhibit markedly different spatial conditions. Data were collected through in-depth interviews with 19 informants consisting of residents from both areas and representatives from three government institutions and were complemented by field observation and document analysis. The analysis was developed with reference to Lefebvre’s theory of the production of space, Harvey’s concept of the urbanization of capital as an extension of Marx’s class analysis, and Fainstein’s framework of spatial justice. The findings show that segregation emerges in four forms: physical, social, symbolic, and historical. These forms continue to be reproduced through the formation of exclusive residential spaces, land commodification that generates economic pressure on surrounding communities, and social assistance practices that fail to address structural issues. Segregation is further sustained through everyday social practices, including strengthened security systems, the management of facilities on government-owned land that encourages ownership logics, and the internalization of social positions among marginalized groups. Failed spatial justice is reflected in the incomplete realization of the principles of equity, democracy, and diversity. Therefore, segregation is understood as a systemic issue rather than merely the outcome of particular actors’ actions.
