Abstract

Strengthening social institutions and empowering women are important aspects in the development of a more inclusive village. This research aims to find out the role of the village government in strengthening and empowering women, identifying the obstacles faced, and finding out the solutions implemented. This research uses a social fact paradigm based on functional structural theory, empowerment theory, and role theory. This study uses a qualitative method with a descriptive approach through interviews, observations, and documentation of informants who were selected purposively. The results of the study show that the Pucung Village Government plays a role as a facilitator, mover, and opener of participation spaces through program support, mentoring and training for social institutions of PKK,KWT, Posyandu, Youth Organizations, MSME Groups, and Arts Groups. In addition, it involves women in development activities, including those related to land aspects. The obstacles faced include women's participation that is not optimal, domestic burdens, empowerment programs that are still in the development stage, and adjustments to programs to the needs of the community, especially women. Efforts to solve these obstacles are carried out through a persuasive approach, strengthening cooperation with various parties, continuous training and mentoring, and regeneration of women's institutions. Overall, strengthening social institutions supported by the active role of the village apparatus is able to increase women's participation and capacity, although it still requires continuous strengthening to achieve more optimal empowerment.
