Abstract
Rapid urban development driven by urbanization has increased land demand and accelerated the conversion of water infiltration areas into built-up land. This condition may reduce environmental carrying capacity and increase flood risk. Tebet District, South Jakarta, is one of the urban areas experiencing intense development pressure and flood problems. This study aims to analyze flood hazard levels, assess land use conformity with the Detailed Spatial Plan (RDTR), and identify planning strategies for flood mitigation. This research employed a mixed-methods approach using Geographic Information System (GIS)-based spatial analysis, field surveys, and interviews with three key informants. Flood hazard analysis was conducted through scoring, weighting, and overlay techniques. The results show that flood hazard in Tebet is dominated by moderate to high hazard levels, particularly in densely populated residential areas near rivers. Land use conformity analysis indicates that 90.52% of existing land use conforms to the RDTR. However, the dominance of built-up areas, high building density, and limited green open space reduce the area's ability to absorb rainfall, thereby contributing to flood risk. These findings suggest that spatial development control should consider not only zoning conformity but also development intensity and environmental carrying capacity to support flood mitigation and sustainable urban development.
