Abstract

Indonesia has substantial agrarian resource potential to improve community welfare through the Agrarian Reform program, particularly through access reform that supports local potential-based business development. One of its implementations is grape-based agritourism in Duyu Village, Tatanga District, Palu City, as part of post-disaster economic recovery. This study aims to analyze the impact of agritourism on community welfare, identify obstacles in grape cultivation business development, formulate development solutions, and examine the sustainability of agritourism from social and economic perspectives. This study employed a qualitative descriptive approach. The research was conducted in Duyu Village, Tatanga District, Palu City. Data were collected through interviews, observations, and documentation involving purposively selected informants from the government, the Palu City Land Office, farmer groups, and beneficiary communities. Data were analyzed using interactive techniques consisting of data reduction, data presentation, and conclusion drawing. The findings indicate that grape-based agritourism contributes to community welfare by increasing income, employment opportunities, business development, community participation, human resource capacity, and farmer group institutions. Agritourism management involves a division of roles between men and women according to their respective responsibilities. However, its development still faces challenges related to limited human resources, capital, institutional support, marketing, and technical cultivation. These challenges are addressed through capacity building, institutional strengthening, financial support, expanded promotion and marketing, and stronger stakeholder collaboration. Agritourism has promising economic and social sustainability but still requires continuous support through improved access to capital, human resource development, market expansion, business innovation, and supportive government policies.
