Abstract
Land-use change within a watershed may alter hydrological functions and contribute to increasing flood susceptibility. This study analyzed land-use change from 2015 to 2025, flood susceptibility in 2025, the contribution of land-use change to variations in the susceptibility index, and the compatibility of the Kubu Raya Regency spatial pattern plan with flood susceptibility in the Ambawang Subwatershed. A descriptive quantitative method combining remote sensing and Geographic Information System approaches was employed. Land use was classified from Landsat imagery for 2015 and 2025 using the Random Forest algorithm on Google Earth Engine. The classifications achieved area-adjusted Overall Accuracy values of 91.70% in 2015 and 95.01% in 2025. Flood susceptibility was modeled through a weighted overlay of six parameters and classified into five levels. Forest area decreased by 8,356.78 ha, while plantation area increased by 8,661.71 ha. In 2025, the moderate class covered 47,856.40 ha (55.56%), the high class 34,355.31 ha (39.89%), the low class 3,851.19 ha (4.47%), the very high class 64.20 ha (0.07%), and the very low class 7.30 ha (0.01%). The combined high and very high classes increased by 2,780.85 ha compared with the 2015 land-use scenario. Spatial-plan evaluation classified 36,805.26 ha (47.10%) as Not Recommended, 31,896.92 ha (40.82%) as Unsuitable, 7,493.49 ha (9.59%) as Conditionally Suitable, and 1,941.88 ha (2.49%) as Suitable. These findings support flood-mitigation-based spatial development control, especially in plantation, settlement, and agricultural areas within high and very high susceptibility zones. The compatibility categories are indicative spatial evaluations and do not constitute legal determinations of spatial-planning violations.
