Abstract

Ponorogo Regency is one of the regions in East Java Province categorized as having a high level of landslide risk, with 280 landslide events recorded during the 2023–2025 period, concentrated particularly in Ngebel District. This condition is exacerbated by the dynamics of land use change, especially the proliferation of mining activities that do not comply with the direction of the Regional Spatial Plan (RTRW), which designates Ngebel District as a tourism area and environmental buffer zone. This study aims to analyze land use change in Ngebel District, assess its suitability to the spatial pattern of the Ponorogo Regency RTRW for 2024–2044, and determine the level of landslide hazard. The research employed a quantitative method with a Geographic Information System (GIS)-based spatial analysis approach, utilizing Sentinel-2 Deep Resolution 3.0 imagery from 2021 and 2026, as well as a scoring and weighting method based on five physical parameters: rainfall (30%), slope (20%), rock type (20%), land use (20%), and soil type (10%). The results show that land use change during the 2021–2026 period was relatively small, covering an area of 63.52 ha (1.02%) out of the total area of Ngebel District of 6,247.45 ha, with the largest changes being the conversion of mixed gardens into dry fields (tegalan/ladang) (26.65 ha) and into mining land (23.32 ha), occurring most extensively in Ngrogung Village as the village with the largest land use change (24.74 ha). The suitability analysis between the 2026 land use and the Ponorogo Regency RTRW for 2024–2044 shows that 85.33% (5,330.74 ha) is classified as Suitable, 14.64% (914.45 ha) as Supporting, and 0.04% (2.26 ha) as Unsuitable, with the entire Unsuitable category concentrated in Ngrogung Village. The landslide hazard mapping in Ngebel District for 2026 classifies 48.87% (3,053.21 ha) as high hazard class, 41.11% (2,568.60 ha) as moderate, and 10.01% (625.64 ha) as low. The high hazard class is concentrated in the eastern part of the district, situated on the slopes of Mount Wilis, with the largest area found in Talun Village (1,235.89 ha).
