Abstract

Inventory of land indicated as abandoned is an initial stage that plays an important role in determining the success of abandoned land management. However, the implementation of the inventory in the city of Surakarta has not resulted in objects that are designated as abandoned land, so it is necessary to evaluate the implementation process. This study aims to evaluate the implementation of the inventory stage of abandoned indicated land in Surakarta City and develop improvement strategies to increase the effectiveness of its implementation. This study uses a qualitative research method with a descriptive approach. Data was collected through interviews, observations, documentation studies, and literature studies. Data analysis was carried out using the Miles and Huberman model which includes data reduction, data presentation, and conclusion drawn. Furthermore, SWOT analysis is used to identify internal and external factors as the basis for the preparation of improvement strategies. The results of the study show that the implementation of the inventory of indicated abandoned land in the city of Surakarta in general is in accordance with the provisions of Government Regulation Number 20 of 2021, Regulation of the Minister of ATR/Head of BPN Number 20 of 2021, and Technical Guidelines for the Inventory of Abandoned Indicated Land in 2023. However, there are still several obstacles, including supervision that is still predominantly carried out online, limited supporting data, difficulties in obtaining information from land rights holders, and suboptimal coordination and data integration. Based on the SWOT analysis, the proposed improvement strategies include strengthening coordination between stakeholders, increasing human resource capacity, optimizing the use of technology and data integration, and improving supervision mechanisms. The strategy is expected to improve the quality of inventory implementation as the basis for more effective management of abandoned land.
