Abstract

Poverty in rural areas remains a problem due to limited income, ownership of productive assets, and dependence on the agricultural sector. The government implements the Family Hope Program (PKH), Non-Cash Food Assistance (BPNT), and Village Fund Direct Cash Assistance (BLT-DD) as forms of social protection managed under the authority of the Pucung Village Government. This study aims to analyze the impact of social assistance programs on poverty reduction, the obstacles to their implementation, and the solutions implemented by the Pucung Village Government. This study used qualitative methods with a descriptive approach. Data were obtained through interviews, observations, and documentation with Pucung Village Government officials, social assistance recipients, and those who did not receive social assistance. Data analysis was conducted using thematic analysis. The results indicate that social assistance programs are effective in improving the fulfillment of basic needs, reducing expenditure burdens, enhancing food security, and providing protection for vulnerable households. However, these programs have not been able to reduce poverty sustainably due to limited productive assets, dependence on the agricultural sector, and unstable incomes, along with the problem of inaccurate targeting due to inclusion and exclusion errors. The Pucung Village Government addressed these obstacles through tiered data collection and verification, recipient data updates, Village Deliberations to determine BLT-DD, and community empowerment through MSME development, skills training, and dissemination of job opportunity information.
