Abstract

Development implementation in Pucung Village requires proper planning so that funding sources and budget allocation can be managed effectively. However, the implementation of the Masterplan still faces several challenges, including a high dependence on government transfer funds and the low contribution of Village Own-Source Revenue (PADKal). This study aims to analyze the implementation of the Masterplan in managing development funding sources and budget allocation in Pucung Village, Girisubo District, Gunungkidul Regency. This research employed a descriptive qualitative approach. Data were collected through observation, interviews, and documentation, and then analyzed through the stages of data reduction, data presentation, and conclusion drawing. The results show that the Masterplan has become the main guideline for development implementation in Pucung Village. Development funding is still dominated by the Special Allocation Fund (Dana Keistimewaan), Village Fund, and Village Fund Allocation, while Village Own-Source Revenue (PADKal) contributes only a small proportion. Budget allocation is prioritized for the development of the Wotawati tourism area and its supporting infrastructure in accordance with the Masterplan. In addition, the village government has managed the budget properly and transparently. The development of the Wotawati tourism area is expected to increase PADKal, support sustainable development, and reduce dependence on government transfer funds.
