Abstract
This study examines the development strategy for Micro, Small, and Medium Enterprises (MSME) through the Agrarian Reform Access Program in Sememi Village, Benowo District, Surabaya City. The research background stems from the implementation of asset management through the Complete Systematic Land Registration (PTSL) program in 2018, followed by access management activities in 2023-2024, resulting in the formation of six local potential-based business groups. This study aims to 1) identify the role of stakeholders in supporting community empowerment strategies through agrarian reform access 2) analyze the program's impact on improving the community's economy through strengthening MSMEs and 3) formulate strategies that can be implemented to optimize sustainable MSME development. The research uses qualitative methods with a descriptive approach. Data collection was conducted through in-depth interviews, field observations, and documentation with ten beneficiary MSMEs, as well as officials from the Surabaya City Land Office I, the Investment and One-Stop Integrated Services Agency (DPMPTSP), the Agriculture and Food Security Agency (DPKP), and Sememi Village. Data analysis used the Miles and Huberman interactive model, encompassing data reduction, data presentation, and conclusion drawing. The research findings revealed three main findings. First, stakeholders' roles were implemented collaboratively across sectors. The Land Office served as the primary coordinator through social mapping and the formation of the Agrarian Reform Task Force (GTRA). The DPMPTSP facilitated business legality through the issuance of Business Identification Numbers (NIB) based on the OSS system. The DPKP served as a technical facilitator for agriculture, and Sememi Village served as a mediator between the community and stakeholders. Second, the program's impact on economic growth was positive but uneven. Of the ten MSMEs interviewed, seven experienced expanded marketing reach and increased income. Third, strategies to optimize sustainable MSME development include strengthening cross-sector institutional coordination through a scheduled GTRA mechanism, optimizing digital marketing through marketplaces and the e-Peken platform, integrated with increased production capacity and product innovation and strengthening access to collateral-free capital for micro-scale businesses, along with the provision of needs-based production infrastructure. This research confirms that the success of the agrarian reform access program is determined not only by the legalization of land assets, but also by the adaptive capacity of business actors, the quality of cross-sector coordination, and equitable distribution of support to all beneficiary groups in accordance with the principles of social justice as mandated in Presidential Regulation Number 62 of 2023 concerning the Acceleration of the Implementation of Agrarian Reform.
