Abstract
Land is an essential resource with significant economic, social, and legal value; therefore, an orderly land administration system is required to ensure legal certainty of land rights. In the land registration process, not only is a land certificate issued as evidence of ownership, but land archives (warkah pertanahan) are also produced, containing physical and juridical data that serve as the basis for the issuance of land rights. These archives play an important role in resolving land disputes because they provide evidence of the history of land ownership and administrative procedures. This study aims to analyze the legal framework governing land archives as legal evidence, examine their management and utilization in land dispute resolution at the East Lampung Land Office, identify the constraints encountered, and formulate strategies for optimizing their management. This research employed an empirical legal method using a descriptive qualitative approach. Data were collected through observation, interviews with authorized informants, and document analysis of laws, regulations, and other relevant documents. The findings indicate that land archives constitute important administrative records serving as the primary evidence supporting the legality of land rights issuance in dispute resolution. Although their management and utilization have generally complied with existing regulations, they have not yet been fully optimized due to technical, administrative, juridical, human resource, and infrastructure constraints. Therefore, accelerating archive digitization, strengthening administrative management systems, improving human resource capacity, providing adequate supporting facilities, and reinforcing the legal framework are necessary to enhance the effectiveness of land archives in supporting land dispute resolution and ensuring legal certainty.
