Abstract
Mortgage discharge (roya) is one of the priority land administration services provided by the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency to remove the record of a mortgage right after the debtor has fully repaid the secured debt. In practice, the roya process is still exposed to various administrative risks and errors that may delay service completion and reduce the quality of public services. This study aims to identify the forms of risks and administrative errors occurring in the mortgage discharge process, analyze the factors causing such risks, and examine the implementation of risk management in minimizing administrative errors at the Tulang Bawang Land Office in 2025. This research employed a qualitative descriptive approach. Data were collected through interviews, observations, and document reviews involving employees of the Tulang Bawang Land Office and relevant service documents. The collected data were analyzed using data reduction, data presentation, and conclusion drawing techniques. The results indicate that the most dominant risks include incomplete administrative documents, inconsistencies between physical documents and electronic land information systems, errors in debtor identity, incorrect mortgage registration numbers, and service delays due to repeated document verification. These administrative errors are mainly caused by human error, insufficient coordination among stakeholders, incomplete supporting documents, and the limited integration of information systems. The implementation of risk management through risk identification, analysis, evaluation, mitigation, and continuous monitoring has contributed to reducing administrative errors and improving the quality of mortgage discharge services.
