Abstract
This research examines the implementation of land acquisition for public interest in the construction of the Solo-Jogja Toll Road in the Klaten Regency segment. Klaten Regency was selected as the research location because it is one of the areas most affected by the project and involves various land acquisition issues in the planning, preparation, implementation, and handover stages. This study aims to identify the progress of land acquisition until the end of 2025, analyze the problems faced by the parties, examine the factors causing those problems, describe the solutions that have been implemented, and identify the factors influencing the success of those solutions. This research uses an empirical juridical method with a descriptive qualitative approach. Data were obtained through interviews, observation, and documentation study, and were analyzed through data reduction, source triangulation, qualitative descriptive analysis, interpretation, and conclusion drawing. The results show that land acquisition for the Solo-Jogja Toll Road in the Klaten Regency segment has progressed significantly. By the end of 2025, the Kartasura-Klaten and Klaten-Prambanan sections had entered the operational stage, while the Klaten-Purwomartani section continued to progress. However, several problems remained, including the impact of the alignment on sustainable agricultural land, irrigation networks, drainage systems, water sources, ineffective public consultation, compensation disputes, consignment in the District Court, ownership disputes, land used as bank collateral, and delays in returning remaining land certificates. The solutions implemented include technical studies, route adjustment, inter-agency coordination, additional public explanation, field verification, deliberation, court settlement, and compensation consignment. The success of these solutions is influenced by data accuracy, effective coordination, transparency, legal certainty, and community participation.
