Abstract
This study examines the implementation of compensation for tanah kalurahan in the land acquisition process for the Solo–Yogyakarta Toll Road development in Kalurahan Purwomartani, Kapanewon Kalasan, Sleman Regency. The research focuses on the stages of compensation implementation, the deliberation process among the parties involved, the obstacles that arise during the process, and the implications for land tenants and village apparatus. This topic is important because tanah kalurahan in the Special Region of Yogyakarta has a distinctive legal position related to Sultanate land, which makes its land acquisition mechanism different from individually owned land. This research uses a descriptive qualitative method. Data were collected through interviews, field observations, and document studies. The informants included the Sleman Regency Land Office, representatives of the Yogyakarta Sultanate, the Government of Kalurahan Purwomartani, and tenants of tanah kalurahan affected by the toll road construction. This approach was used to understand the compensation process not only from the administrative and legal aspects, but also from the experiences of the affected parties. The results show that compensation for tanah kalurahan is not carried out through the release of land rights as commonly applied to privately owned land. Instead, the mechanism involves land utilization, lease or benefit value, the return of anggaduh rights to the Sultanate, and the issuance of serat palilah and serat kekancingan. The process follows two stages: the technical land acquisition procedure and the special administrative procedure under the Yogyakarta legal framework. In practice, several obstacles were found, including lengthy administrative procedures, limited authority of the kalurahan after the return of anggaduh rights, uncertainty regarding the amount and timing of compensation, and economic impacts on tenants and village apparatus. The impacts include the loss of agricultural land, disruption of housing and business activities, reduced additional income from palungguh land, and social changes within the affected community. Therefore, compensation for tanah kalurahan requires stronger coordination, clearer information, and more proportional attention to the parties directly affected by the development.
